Description
The South Asia EFA Ministerial Forum was established in a meeting organized at the initiative of UNESCO in Katmandu, Nepal from 10 – 12 April 2001. The overall goal of the Forum was set to achieve enhanced professional and regional collaboration for the promotion of EFA as the fundamental human right in the countries of South Asia.
The first meeting of the Forum was hosted by Pakistan and organized in Islamabad from 21 - 23 May 2003, focusing on the themes of “Funding for, and Quality of Education”. The outcome of the meeting came out in the form of Islamabad Declaration highlighting the achievements made, challenges ahead, commitment to quality education, gender parity, allocating a minimum of 4 percent of GDP to education and civil society partnership at all levels in planning, implementation and monitoring.
The Islamabad Declaration in the concluding statement resolved that the second South Asia EFA Ministerial Forum meeting should be held in Dhaka, Bangladesh in 2005 on the theme of Decentralization with a focus on implementation of Kathmandu joint statement and the Islamabad Declaration. Due to various reasons, the Meeting has been postponed and rescheduled to take place on 13 – 14 December 2009.
EFA Coordinators of the South Asia countries while attending their regional meeting in Bangkok from 4 – 7 May 2009 revisited the theme of second South Asia EFA Ministerial Forum Meeting in the context of the present needs of the countries and Islamabad Declaration. The EFA Coordinators recommended that the theme be “Reaching the Un-reached with focus on Decentralization”. This theme has been endorsed and accepted by Central Coordination Committee set up by the Government of Bangladesh for organizing the Second Forum Meeting.
The Ministry of Primary and Mass Education (MOPME) with technical and financial assistance from UNESCO is organizing this Meeting as the lead Ministry on behalf of the Government of Bangladesh, in close cooperation with the Ministry of Education (MOE) and Bangladesh National Commission for UNESCO (BNCU) and in collaboration with UNICEF and a group of NGOs in Bangladesh.
Participating countries of the Meeting are Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka.
Each country delegate is proposed to consist of: Education Minister and preferably Education Secretary and National EFA Coordinator.
Observers from international and bilateral agencies as well as NGOs will also be invited. Each country delegate is invited to nominate 2 (two) observers from the country to attend the Meeting at their own cost including their domestic and international travel as well as stay in Bangladesh.
